Recently, the authority of Primary and Mass education has published new rules regarding the transfer of primary school teachers. In a press briefing on August 13, state minister of Primary and Mass Education Board, Jakir Hossain announced the primary school teacher transfer rules. He said that primary school teachers are to be transferred after 3 to 5 years of work at a particular institution. These transfers will take place in October 2024.
Prior Primary School Teacher Transfer Rules
Usually, the transfer process is held from January to March on the current system. Teachers apply for a transfer application manually or in person at the ministry. In the existing system, this process is both time consuming and a hassle for teachers and the ministry. To reduce the illegal money transfer between “dalals” this new online system is introduced, the ministry confirms.
Also, in this remaining proceeding, there is a lot of scope for corruption. That is why to put a stop to all the mismanagement, the ministry has decided to imply the new method of primary school teacher transfer rules.

New Primary School Teacher Transfer Rules
In this new system, teachers can apply for their transfers through online applications. These online applications will be accepted throughout the whole year. It means that there is no time limit like before. Where in the previous system only the applications for emergency transfers were processed in the month of February.
Whereas the general transfer applications were to be submitted only during the month of January, February, and March by the teachers to the ministry. Now, the new system allows teachers to write his/her transfer letter any time in the year.

When Akram-al-Hossain, senior secretary at the Ministry of Primary and Mass Education were asked by the reporters why did the ministry of education thought of changing the system, he answered, that this new process will expand the hard-working attitudes of educators. When a teacher is posted in one area for too long, it affects their work ethic. Many teachers are seen engaging in school management politics and other derogatory means an educator should not.
This new rule also takes into account the hassles a female teacher would face if she is transferred far away from her family. For married teachers, it is not mandatory to be posted outside her upazilla. For these special cases, there will be an option to apply for an application that lets her stay at an institution that is inside the upazilla where she resides. Another option for female teachers avails her to take new transfers where her husband/family transfers.

Teachers can apply for a transfer in a new institution, only if, there is an availability of a vacant seat. Gradually pre-primary teachers will also have to follow this policy. The ministry assures that the main reason behind this new system is to lessen the sufferings of the teachers.

Some teachers have opposed this idea saying that three years is a small-time period and it will only make things worse. So the ministry is thinking about turning it into a five-year posting. The updated policy of primary school teacher transfer rules also indicates that the principals and the assistant teachers also fall under this policy, meaning, they will be also posted after their 3 to 5 years term in one institution.
